Latvians are not bilingual in Russian, though it is widely known foreign language, if that's what you mean

Latvieši nav divvalodīgi (kā mēs redzam Sol Invictus parakstā daži no viņiem vispār nemāk krievu valodu). Tomēr daudzi latvieši ļoti labi pārvalda krievu valodu kā svešvalodu

Kādu iemeslu dēļ, tas vienmēr likās, ka Krievs valodu bija kā otrās valodas, jo es esmu dzirdējis valodas runājis diezgan bieži kas Latvija. Paldies.

Okay, now I didn`t understand anything, please speak English. A part of population of Latvia is Slavic and Russian is their primary language, maybe their kids are bilingual or the kids of mixed families. But for everyone else it is a foreign language, of course as with any foreign language there are people who speak it fluently

Look it is possible to vaguely understand from the context, but it is not possible to correct it as we can`t be cartain what exactly you are saying. At least write it both in Latvian and English. And this topic is really not something that one should use to learn basic Latvian.

Cesare told me on PM that he hopes to expand his vocabuary with Google translate. Now there are plenty of reasons why using Google at all is bad idea. It is designed so that it goes for quantity rather than quality. It is designed so that it compares same text in two languages and determines which words usualy are used together. Now I don't know how the corpus of texts is fed into it, but translations, especialy proffesional ones are not literal. Furthermore I suspect that for Latvian part of the vocabulary was buit by feeding in legal texts or something similar, it spits out words used in proffesional context, rather than normal everyday language. Now I figure quantity approach can work well enough for languages to which people often translate and correct Google's mistakes. I don't think there are enough people doing this for Latvian. Also Google is based on English language, if you translate text from a diffrent language to another diffrent language, it first translates it to english and then to the other language, which is a huge problem because English has very simplistic grammar. Another issue is that this quantitative approach makes it translate certain concepts wrongly, for example it can change name of language or county to another language or country (i.e. latviešu may get translated as English) or it can change name of an office holder to his predecesor's name etc. and it also switches words around and sometimes omits them completely

Padomju laikos te bija 2 valsts valodas - latviešu un krievu. Krievu valodu visi mācījās skolās. Līdz ar to, visi, labāk vai sliktāk, runāja krieviski. Pēcpadomju laikos (pēc neatkarības atgūšanas) krievu valoda zaudēja valsts valodas statusu un arī skolās tā kļuva par izvēles priekšmetu. Tomēr tā joprojām ir izplatīta. (Šobrīd atkal vairāk nekā pirmajos atjaunotās neatkarības gados, manuprāt.)

Tā nav divvalodība. Divvalodība ir spēja sazināties divās valodās dzimtās valodas līmenī.
