The script is Greek, and since I got a result without any untranslated words when running it through Google Translate my suspicions that it's Modern Greek were confirmed. The result I got was 'there is always time to smile'.

I'll move this to the Greek forum and let those who actually know the language confirm whether or not this machine translation is correct, they're much more likely to see it there than in the Translations forum.
Swedish (sv) native; English (en) good; Norwegian (no) read fluently, understand well, speak badly; Danish (dk) read fluently, understand badly, can't speak; Faroese (fo) read some, understand a bit, speak a few sentences; German (de) French (fr) Spanish (es) forgetting.

Yes, it's Modern Greek, and it looks that the tattoo is directed to "he", "she", "it" or "one". And the translation is correct, but please do not always trust Google. I'm not a native speaker, so I will leave the rest to natives.

There is always time for him/her to smile.

This is how I understand it.
Hungarian (hu) Nem egy nap alatt épült Buda vára. _______German (de) Wo ein Wille ist, da ist auch ein Weg.
English (en) Hope for the best, prepare for the worst. __Spanish (es) No hay ceguera peor que no querer mirar.
Romanian (ro) Nu întinde arcul până nu este bine aşezată săgeata.

Correct, but "for him/her" superfluous.

Incomplete.
The full sentence could be
"Υπάρχει πάντα χρόνος να χαμογελάσει κανείς"
or
"Υπάρχει πάντα χρόνος να χαμογελάσεις."
