Unlike Spanish the double dative alla persona + le is technically considered wrong because it's a pleonasm and you can only find it in colloquial registers.

With countries you have to use in unless the country in question is a small island, in this case you have to use a(d). It's quite a weird rule that was borrowed from Latin. And I know that the concept of "small" is quite subjective, to give you an idea, we say a Cipro and a Cuba but it's in Irlanda, in Islanda and in Sri Lanka.
(The same rule also applies to those islands that are not countries)
