I think it depends on the person. Some people consider them the same and some people consider them different.

I think it's also very dependent on the situation. You don't need to dub distinct "Hindi" and "Urdu" versions of a popular feature film, but you would need to create two sets of subtitles.

Yeah thats true, or books written in Hindi would have to be translated into Urdu and vice versa because of the diffirent scripts. Maybe you could say spoken Hindi/Urdu are the same language but when written they are diffirent ones?

That's not bad as a first approximation, but there's also the issue of finding the boundaries of "Hindi" within the Hindi belt. Of the Bihari languages, for instance, only Maithili has an official status. What does that tell us about such varieties such as Bhojpuri, Magahi, Awadhi, and Haryanvi? And what about varieties spoken in the diaspora? Has, for instance, spoken Sarnami diverged enough from other forms of what is broadly called "Hindustani" to be counted as an independent language?

The answers to these sorts of questions always depend on who's counting and what their aims are. Are they translators, educators, missionaries, government officials, regional activists, field linguists? Who are they interested in communicating with and for what purpose(s)?
